His Excellency Mr. Earle Courtenay Rattray, Ambassador of Jamaica to the People’s Republic of China, presented credentials to President Hu Jintao on Thursday 15th January 2009.
Ambassador Rattray is a former Director of the Bilateral Relations Department in the Ministry of Foreign Affairs and Foreign Trade. He has also served as Minister/Deputy Chief of Mission, Embassy of Jamaica, Washington D.C.
He has a wealth of experience in the areas of trade promotion and business facilitation. Prior to his assignment to the Embassy of Jamaica in Washington, D.C., he served as an adviser in the Foreign Ministry. In addition, he has worked in the area of export trade in Jamaica and London.
While in the United Kingdom, he was Trade Commissioner, Executive Director of the Jamaica Marketing Company Limited (JAMCO); and subsequently, a Consultant with the Caribbean Banana Exporters’ Association. Ambassador Rattray is a past Director of Jamaica Promotions Corporation’s (now Jamaica Trade and Invest) Trade Policy, as well as Marketing and Promotions Divisions; Manager, Textiles and Apparels Unit; and Export Marketing Adviser, Jamaica National Export Corporation.
He has also served on the Board of Directors in a number of entities: Port Royal Development Company Ltd., AFS-Jamaica Limited, Jamaica Export Trading Company (Europe) Ltd., and Jamaica Basic Schools Foundation (UK), of which he is a past Chairman.
Ambassador Rattray received a Bachelor of Arts degree in International Studies from West Virginia Wesleyan College, USA and a Master of Science Degree in International Business from South Bank University, London, as well as a Master of Arts degree from the Fletcher School of Law and Diplomacy, Tufts University, Boston, USA.
He is married to Tanya and has four children, Renée, Joelle, Gabriela and Tristan.

- The links between Jamaica and China run very deep. Since July 1854 when the first group of Chinese arrived in Jamaica, we have witnessed a truly unique blending of Chinese culture and tradition with the cultures of Africa, India, Europe, the Middle East and the Americas in our beautiful island. The Jamaican-Chinese Community has since made an indelible mark on Jamaica through its leadership in business and commerce and its contribution in all spheres of Jamaican life.
- In 1972 we established diplomatic relations with China and laid the foundation for the forging of deep and abiding linkages and cooperation between our two countries.
- I can say without fear of contradiction that we have, on this foundation, built an excellent relationship at the diplomatic level as well as in trade, culture and cuisine.
- We have forged partnerships in many fields at the bilateral level and cooperate to the benefit of our two countries and peoples in many international bodies.
- We are firmly committed to the “One China” Policy on which all political parties and leaders are at one. I am also pleased that on this policy we are now at one with the vast majority of our friends and partners in the region and beyond.
- We are very pleased that our friendship continues to be affirmed and strengthened through important high level visits. We in Jamaica and the Caribbean were happy to have welcomed Vice President Zheng Qinghong to our shores in February of this year on the occasion of Jamaica’s hosting of the first China-Caribbean trade and Economic Forum and Trade Fair. We also had the honour to welcome Vice-Premier Madame Wu Yi and my counterpart Foreign Minister Li on separate visits to Jamaica in 2003.
- I am also very pleased that My Prime Minister had the opportunity to pay an Official visit to China just one month ago and must express on behalf of the Government and People of Jamaica, deepest appreciation for the excellent reception afforded him by the Government and People of China. There were productive deliberations undertaken and successful agreements reached at a government to government as well as business to business level.
- During these two visits we laid further groundwork for significant, mutually beneficial initiatives in Mining, Education, Tourism, Rail Services and quite importantly in Port Services where we intend to establish Kingston as a premier partner for Chinese businesses wishing a strategic focal point for transshipment, logistics and distribution to the Caribbean and the Americas.
- With the granting to Jamaica of Approved Destination status, we are getting ready to welcome thousands of Chinese tourists to Jamaica in the very near future and the Embassy and its consular operations will be a vital part of this thrust. It will also be a focal point for the expansion of trade and economic possibilities between Jamaica and China.
- On a lighter but quite important note I wish to draw attention to the fact that Jamaica has the honour of leading the world in speed, with the fastest man alive - Asafa Powell. He is now in training as is the world’s leading Female sprinter, our own Veronica Campbell and a great Jamaican team of highly talented Olympians. They are preparing for a resounding Jamaican performance at the 2008 Olympics here in Beijing.
- Jamaica and China are true friends and partners. We share deep historical bonds of friendship and today we lay the foundation for a dynamic new phase in our relations, which will help to take it from strength to strength.
- The opening of our Embassy here in Beijing is at once an affirmation of our excellent bilateral relations and a strategic commitment to the future. We are here to stay. We will work to strengthen even further this very important relationship which is built on a firm foundation of mutual respect, friendship and a shared commitment to improving the quality of life and well being of all our citizens.
