One China Policy

 

Jamaica and China have had fruitful, friendly relations since establishing diplomatic ties on November 21, 1972. Such relations are underpinned by the One China policy which Jamaica continues to observe. Jamaica is also committed to the deepening of the Friendly Partnership for Common Development between both countries.

 

 

Establishment of Embassies

 

China opened its Embassy in Kingston, Jamaica in 1973, whilst Jamaica opened its Embassy in Beijing, China in July 2005. The former Minister of Foreign Affairs and Foreign Trade of Jamaica, K.D. Knight and the Vice Minister of Foreign Affairs of China, Yang Jiechi, participated in the opening ceremony of the latter.

 

 

Jamaican Ambassadors to China

 

Jamaica’s first non-resident Ambassador to China, His Excellency Derrick Heaven, was appointed in 1992. Subsequent non-resident Ambassadors to China were His Excellencies Earl Carr and Paul Robotham. Jamaica’s first resident Ambassador to China, was His Excellency Wayne McCook who presented credentials on 27th July, 2005. Jamaica’s current Ambassador to China is His Excellency E. Courtenay Rattray, who presented credentials on 15th January 2009. The Ambassador of China to Jamaica is His Excellency Chen Jinghua.

 

 

Bilateral Cooperation

 

Relations between the two countries continue to grow from strength to strength, with collaboration and friendly exchanges taking place at the bilateral level, highlighted by cooperation in the political, economic and cultural arenas. There has also been collaboration at the international level, with both countries working together on issues of mutual interest.

With respect to trade between the two countries, trade volume in 2009 reached US$253M and in the first half of 2010, it reached US$100.6 M.

 

 
 

Culture and Education

 
 

 There have been frequent cultural, educational and sporting exchanges over the years. In June 2004, a Chinese Multimedia Language Laboratory was installed at the Mona Campus of the University of the West Indies in Jamaica. Additionally, cooperation in education is highlighted through the assignment of Chinese instructors to Jamaica, in order to facilitate language training at the University. In February 2009, during the Official Visit of Vice President Xi Jinping to Jamaica, he inaugurated the Confucius Institute at the Mona Campus, the first of its kind in the English-speaking Caribbean.

During the Official Visit of the Honourable Prime Minister Bruce Golding to China in February 2010, the Government of Jamaica made an offer of twelve (12) scholarships of a three-month summer intensive course of English Language training at the Mona Campus of the University of the West Indies. Ten short-term scholarships were also offered to Chinese nationals in the hospitality and tourism management field.

China continues to offer scholarships to Jamaican students who wish to pursue studies at the undergraduate, Masters and Doctoral levels. Each year as well, approximately 50 Jamaicans attend training courses of various types in China.

The collaboration between Jamaica and China also extends into the cultural arena. Jamaica has received several cultural groups from China over the years and Jamaican artistes were featured at the recently concluded Shanghai Expo. In September 2010, Jamaican pianist, Mr. Paul Shaw, gave a recital of Caribbean Art music at the National Centre for the Performing Arts in Beijing.

Jamaica also participated in the 4th Beijing International Art Biennale held 20th September to 10th October 2010. The National Gallery of Jamaica submitted entries of art works for this event.

 
 
 
 
High-level Visit           
 


During 38 years of diplomatic relations, there have been a number of high level visits between the two countries. The most recent of these visits include those of Prime Minister Bruce Golding to China in February 2010 and Vice President Xi Jinping to Jamaica in February 2009.

During Vice President Xi’s visit, a number of Agreements and Letters of Exchange were signed facilitating cooperation in the areas of agriculture, horticulture, finance, education and infrastructural development. He also broke ground for the construction of a Convention Centre in Montego Bay.

During Prime Minister Golding’s visit to China, Agreements and Letters of Exchange were signed in the areas of housing development, small and medium size enterprises, financing, road infrastructure development and horticulture.

Other high-level visits to China include: The Most Honourable Percival James Patterson, former Prime Minister (June 2005); The Honourable Edmund Bartlett, Minister of Tourism (April and August 2008); Major-General S E Saunders (October 2008); the Honourable Mike Henry, Minister of Transport and Works (June 2009); the Honourable James Robertson, Ministry of Energy and Mining (November 2009); the Honourable Christopher Tufton, Minister of Agriculture (May 2010); the Honourable Karl Samuda, Minister of Industry, Investment and Commerce (July 2010) and; the Honourable Delroy Chuck, Speaker of the House of Representatives (September 2010).

Other High-level visits to Jamaica include: Vice Premier Zeng Qinghong (February 2005); Assistant Minister of Foreign Affairs, Mr. He Yafei (June 2007); Vice Minister Chen Fengxiang, International Department of the CPCCC (January 2009); Vice Chairman Ma Wenpu, NPC Foreign Affairs Committee (December 2009).

 
 

Foreign Ministry Consultations
Jamaica and China held inaugural Foreign Ministry Consultations in Beijing in April 2008. Ambassador Douglas Saunders, former Permanent Secretary in the Ministry of Foreign Affairs and Foreign Trade, led Jamaica’s delegation. Together with China’s Vice Foreign Minister Li Jinzhang, he jointly launched the consultation mechanism between officials of the two Foreign Ministries.

Tourism
China agreed to designate Jamaica as a tourism destination for Chinese citizens, thus granting Approved Destination Status (ADS) to the country. This designation became effective in July 2005, shortly after the establishment of the Embassy of Jamaica in Beijing. This is considered a significant step for Jamaica’s tourism. The Embassy of Jamaica and the Jamaica Tourist Board (JTB) in April 2006, launched a Chinese (Mandarin) language tourism website. The website is www.visitjamaica.com.cn

Sports
In 2005, one of Jamaica’s top athletic coaches and former 200m sprint champion, Donald Quarrie, visited Beijing and Guangzhou from 19th? to 27th? November. He provided lectures and training advice at the Chinese National Training Camp for Athletes and Coaches. This was undertaken in keeping with Jamaica’s offer of support for China in the area of track and field development. The Chinese Athletic Association (CAA) hosted Mr. Donald Quarrie.

In August 2008, the Honourable Olivia Grange, Minister of Information, Culture, Youth and Sports, visited China to watch the Beijing Olympic Games. The Jamaican team performed exceptionally, winning six gold, three silver and two bronze medals, ranking 13th on the gold medal list. Jamaican sprinter, Usain Bolt broke world records in the Men’s 100m, 200m and 4 × 100m relay.

Special Projects
Presently, there are several ongoing projects on which Jamaica and China are cooperating, including those based on special financial arrangements. The projects are listed as follows:

  • Montego Bay Convention Centre: Vice-President Xi broke ground for this project during his visit in February 2009.
  • Sligoville Sports Complex: The Chinese Government provided grant funding for a multipurpose stadium, as well as a new police station and post office in Sligoville, St Catherine.? The complex was completed in April of 2007. A second phase of the project involving renovation of the Highgate Park Great House and rehabilitation of the water supply system and roads will commence soon.?
  • Hope Gardens/Nature Preservation Foundation (NPF) Projecta Chinese Garden is to be constructed at the Hope Botanical Gardens in 2010 through grant funding.
  • Jamaica Road Improvement and Rehabilitation Works Project – financial agreement signed during the visit of Jamaica’s Prime Minister to China in February 2010.
  • Palisadoes Shoreline Protection and Rehabilitation Works Project – financial agreement signed during the visit of Jamaica’s Prime Minister to China.
  • Housing Solutions (Economical Housing Project) – financial agreement signed during the visit of Jamaica’s Prime Minister to China.

Private Sector Cooperation
In recent years, there has been an increase in the level of investment by the Chinese private sector in industries such as sugar (COMPLANT), coffee (Hangzhou Coffee and Western Food Style Association), bauxite (China Minmetals Corporation) and telecommunications (ZTE and Huawei).
